The censors
are in turn assisted in their assessment of community
standards by a public advisory group, comprising about 90
selected members of the public.
Deficiencies of the existing system

The existing system has three main deficiencies
(a) Although the censor may require the film
distributor and cinema operators concerned to
include a 'not suitable for children' advisory
notice in all advertisements of a film, the
cinema operator is not required to prevent the entry of juveniles into showings of the film. the censored version may thus be viewed by the general public regardless of age, scenes which could probably be retained if only adults were expected to view the film are cut before
release.
Inevitably, such cutting interferes
with the flow of the film.
As
(b) A more fundamental weakness is that the
censorship authority's advice that certain films
'not suitable for children' has no legal
force.
