The Interpretation and General Clauses Ordinance provides that power 9. to grant approval includes power to impose reasonable conditions upon which such approval shall be given. The section (8.40(2)) would not however assist the Censor in the present case as such a condition could not be said to be reasonable in that it does not further the purposes of the legislation. To answer your final question there is no other legal principle which the Censors could adduce in support of their proposed action. There is no objection of couree to the Censor framing the question of the release of the films in terms of a suggestion rather than a condition.
