In early May 1986 AGC became aware that the Bill was nearing completion and final comments were being sought before the Bill was placed before Ex Co. As AGC considered that the guidelines proposal, as encompassed in clause 9 of the Bill, could give rise to political controversy a meeting was sought with interested parties.

On 20 May a meeting was held between representatives of AGC (G.D. Willis and G. Rosenberg), SASI (K.F. Lee and M. Fong), CTEL (H. Kwok), the Office of the Political Advisor (A. Shepherd), censors (P. Lebrun and J. Wan) and the draftsman

(J. D. Scott).

The meeting recognised :-

(a)

That the classification proposal

(b)

(c)

encompassed in the Bill had received

widespread consultation and almost

certainly would be universally welcomed by

the public.

The scheme of the Bill was to superimpose

a film classification system over the

existing system of film censorship.

The proposals encompassed in the Bill to

re-create the existing film censorship scheme and to create guidelines for

censorship had been the subject of limited

consultation within and outside

Government.
