The purpose
of this memorandum is to seek Members' advice on proposed amendments to the draft Bill at Annex A of memorandum XCC(87)60.

Since the issue of memorandum KCC(87)60, the Administration has reconsidered two areas in the draft Bill, namely, the censorship principles under clause 9 and che composition of
of the Board of Review under clause 27. revised clauses 9, 12, 13, 14 and 27 are set out in attached sheets with the amendments underlined.

Members will be asked to advise whether the revised clauses 9, 12, 13, 14 and 27 should be substituted for their corresponding clauses in the draft Bill at Annex A of memorandum XCC(87)60.
