Another point that has been made is that there is # provision
in the Thergency (Principal) Regulations which is similar to thie
provision. That is quite true, but the point about thone Regulations
is that they are not part of the Law which is normally in forOS.
They are only brought into force - and then not necessarily the whole
of them - if a state of emergency is declared. They therefore
represent no substitute for a provision on the ordinary statute book
which may have the desirable effect of deterring conduct which might
itself leed to an emergency situation.
