Another point that has been made is that there is a provision
in the Emergency (Principal) Regulations which is similar to this
provision. That is quite true, but the point about those Regulations
in that they are not part of the Law which is normally in fore6.
They are only brought into foros - and then not asocoparily the whole
of them - if a state of emergency is declared. They therefore
reprezent no substitute for a provision on the ordinary statute book
which may have the desirable effect of deterring oonduct which might
itself lead to an emergency situation.
