which was mentioned in the answer. Why have district boards
not been consulted over the Public Order (Amendment) Bill 1986
which has generated so much public concern?

case depending on the outcome this afternoon.
MR. LI: Sir, has past consultation with district boards led to
any change of policy or formation of new policy?
SECRETARY FOR DISTRICT ADMINISTRATION:
It has, Sir,
certainly. In the case where the policy has not been
formulated and the consultation precedes the formulation of the
policy, this has often been the case.
