merely on the grounds that, technically, they had served in a communist country, although cases would still have to be considered individually. The argument

would of course be the terms of the Joint Declaration and the 'one country two systems' arrangement.

If this were agreed in London it would then be for consideration whether HMG should approach other Commonwealth Governments to encourage them to take a similar attitude.

The question of immigration is different but very important. Again the UK attitude should presumably be looked at first and an approach to Commonwealth and other governments considered.

The whole topic could obviously apply to the Civil Service as a whole. We are considering the wider implications. But I should be grateful if you would arrange for the police angle to be looked at right away.
