Dear Mr Hum
HONG KONG POLICE FORCE: FUTURE PROSPECTS
You telephoned Mr Yeates on 18 December to establish where the Home Office stands on the issue of police officers in Hong Kong after China takes over the colony in 1997.
As I have explained to Mr Footprint, we referred this matter to our Departmental Security Officer, Mr M Rumble, on 8 September since he is responsible for the positive vetting of police officers. When I spoke to him a few days ago he said that he felt that since the problem was of a general application he planned to ask Cabinet Office for advice, but unfortunately had not yet been able to do
so.
I am afraid, therefore, that we are not yet in a position to reply substantively to your letter of 11 August to HM Chief Inspector of Constabulary. Mr Rumble is aware that you are pressing for an answer. If you would like to discuss the problem with him, his telephone number is 211-0229.
Yours sincerely
Ove Naken by HD letter A 12/1.
