2.
The Compensation Scheme applies to pensionable officers appointed before 1 January 1985 (other than Judges of the Supreme and District Courts). An officer is eligible for compensation benefits under this Scheme if he -
(a) is superseded for promotion in
pursuance of the localisation policy, following which he may be permitted to retire; or
(b) is permitted to retire on grounds that circumstances make it unreason- able for him to continue in service;
