4. Dame Judith's letter reflects recent publicity in the UK and

Hong Kong following the Hong Kong Government's announcement on

16 April of revised conditions of employment for Foreign Domestic

Helpers (FDH) in Hong Kong. FDHS, mainly from the Philippines, are

admitted to Hong Kong temporarily to provide domestic service, both

for expatriates and for local Chinese middle and upper class

There are now nearly 30,000 FDHS in Hong Kong.

families.

5.

The recent amendments cover conditions of stay, change of

employment, renewal of contract, wage levels, part-time work and

insurance policies. The amendments seek to ensure that there is no

abuse of the system while also protecting the employment rights of

local Hong Kong workers.

6. A group called the United Filipinos in Hong Kong (UNIFIL-HK)

and its supporters have been campaigning in Hong Kong to press the

Hong Kong Government to scrap the revised conditions for employment,

which, they claim, will render FDHS more vulnerable to maltreatment by employers. In response, the Hong Kong Government have stressed that they are trying to be fair to both employers and FDHS, as well

as to the surplus of local people who are prepared to work as

part-time domestic helpers.
