Two MP's (Dame Judith Hart and Mr Dennis Canavan) have written
to the Secretary of State about revised conditions for Foreign
Domestic Helpers announced by the Hong Kong Government on 16 April.
The Secretary of State has also received a letter from Mr Bryan Collis on the same subject. How should we respond?
Recommendation

I recommend that the Secretary of State replies to Dame Judith
along the lines of the attached draft. If the Secretary of State
agrees, I recommend that Mr Renton then replies to Mr Canavan, and
Hong Kong Department to Mr Collis, on the same lines.

Dame Judith Hart's letter was closely based on Mr Collis'
letter to the Secretary of State. Mr Canavan included a copy of Mr
Collis' letter in his letter to the Secretary of State.
