We had indeed seen press

reports on this, and I have copied your letter to FED and ILA here.

The thought has crossed my mind that in the light of recent extensive publicity about Filipina maids in Hong Kong, the anomalous position of this other group of foreign workers might conceivably be quoted by the Chinese in defence of their own ideas on importing Guangdong labour. But no doubt our response would be that the Filipina arrangements are designed to meet a very specific gap in the labour market, that you have tightened your rules in this area also, and that anyway few of the arguments in para 4 of your letter apply to the Filipina case.
