Recommendation
It is recommended
(a)
(b)
that consent under sections 34(1) and 35 of the Telephone Ordinance should be given to the transfer by Telco to its subsidiary of the parts of its concession and undertaking listed in paragraph 6 above; and
that such transfer should be carried out according to the method indicated in paragraph 7 above.
Consultation
10.
Telco, the Postmaster General, tne Economic Services ranch and the Attorney General's Chambers have been the only parties concerned in matters relating to the transfer of Telco's competitive services to a subsidiary.
Public reaction
11.
NO significant public reaction is expected since approval in principle for the exclusion from the Scheme of Control of those telecommunications services now to be offered by Telco's subsidiary was publicised in December 1982.
Publicity
12.
As approval in principle for the deregulation of Telco's competitive services has already been given, the granting of consent under sections 34(1) and 35 of the Telephone Ordinance for the necessary transfer of the appropriate parts of Telco's concession and undertaking to take place would not be specifically publicised.
Advice sought
13.
Members will be asked tc advise whether the recommendations set out in paragraph 9 are acceptable.
