IFRB CIRCULAR LETTER NO 682 SUBMISSION OF REQUIREMENTS FOR THE PLANNING EXERCISES FOR AN ALLOTMENT PLAN
As requested in Circular Letter No 682, I am submitting with this letter the requirements of the United Kingdom, and the United Kingdom's overseas dependent territories, for the planning exercises for an Allotment Plan. In considering
In considering its requirements the United Kingdom administration has come to the view that the details to be provided could usefully be supplemented by other details which are considered relevant to these requirements.
UNITED KINGDOM REQUIREMENTS
The United Kingdom has a requirement to provide for national allotments within the Allotment Plan to cover the territory of the United Kingdom and to provide domestic services for the United Kingdom's overseas dependent territories. constitutional and historical reasons there is a requirement for national communications between the United Kingdom and its overseas territories. Moreover because of the nature of the territories to be covered it is considered technically and economically prudent, as well as making practical and operational sense, to employ the minimum number of satellites necessitating the minimum number of orbital locations, providing not more than 4 coverage beams on a single satellite, to achieve the necessary geographical coverage.
Annex 1 gives details of the requirement for a possible Atlantic Ocean Satellite which incorporates the United Kingdom requirement and beams for the United Kingdom's territories in the Caribbean Annex 2 gives area, mid-Atlantic area and south Atlantic area. details of the requirement for a possible Indian Ocean Satellite which incorporates an ISDN node in the United Kingdom and beams for Hong Kong, Gibraltar and the Sovereign Base Area, Cyprus. Annex 3 gives details of the requirement to cover Pitcairn with an ISDN node in the UK. If, in due course, this last requirement could be associated with a Pacific Ocean sub-regional system (without the need for direct access to the ISDN in the United Kingdom) this would provide increased flexibility in accommodating this requirement in the Allotment Plan.

Assuming the Allotment Plan has the capacity to accommodate some multi-administration systems in addition to national systems the United Kingdom, without prejudice to its national allotment, a requirement to participate in a sub-regional system in the European area and full details of this requirement are provided at Annex 4.
