The manning requirement for the simultaneous interpretation system was being finalized and tender action will be initiated later this year.
Airport Security Closed-Circuit Television (CCTV) System

Technical specification for the Phase I installation of the Airport CCTV System covering mainly the outdoor apron areas and the Common User Gates was being updated according to operational requirements of the Airport Management Division. A financial submission for the project is planned for end 1987 with the target commissioning date in end 1989.
Airport Ground Noise Consultancy Study

An agreement was signed with the consultant on 28 August. The study commenced on 1 September and will take 6 months to complete. Initial studies will include identification of sources of noise and noise sensitive receivers as well as noise measurements in the vicinity of the airport to determine the extent of the noise problem.
Airport Development Studies

Negotiations concerning the contract and the consultant's brief and scope of work for the Kai Tak Capacity Study were concluded with the selected consultant. The study is scheduled to commence on 19 October and last 11 months, after which a Final Report will be submitted in September 1988.

Financial approval was obtained for a second consultancy to undertake the Alternative Replacement Airport Sites (ARAS) study. This study, which aims to seek a potential alternative to the former Chek Lap Kok replacement airport site, will concentrate on the Western Harbour/East Lantau area to identify a viable site for subsequent integration into a major strategic planning study for the area. The latter study, entitled the Port and Airport Development Strategy study, will be the subject of a separate concurrent consultancy under the supervision of the Lands and Works Branch. Proposals from 5 pre-selected consultants have been invited for the ARAS Consultancy for submission not later than 12 October. The study is tentatively scheduled to begin in January 1988.

A new division of the department, the Airport Development Studies Division, which came into being on 3 October, will be responsible for managing these studies and undertaking other related work. Preparatory work for the establishment of the new Division at the Airport progressed on schedule.
