1.
In my letter to you of 10 November, I promised to let you know what I discovered about earlier exchanges with the Chinese following changes in licensing arrangements between the United Kingdom and Hong Kong.
2. We have been right through our files and can find no record of anything having been said to them in either 1984 or 1985. must confess I was surprised by this as, from personal memory, I seem to recall Ted Lindley, when he was in Peking in September 1985 for air service consultations, answering questions from CAAC about this very point. I am, however, quite ready to believe that my memory may be defective. But since your records of these exchanges may be her than ours, I wonder if you would mind double-checking your own piles? Once we have established the true state of affairs we can begin to consider the terms in which we should inform the Chinese of legislative changes now.
