development of Chek Lap Kok
and possible alternative
sites should proceed in а
positive way with a view to
being in a position whereby
an early decision may be
taken on an alternative
airport in Hong Kong. A
paper should be prepared for
the Council as
soon
as
possible
to
report
on
progress; and
that at an appropriate time,
it would be necessary to
involve the PRC Government
in taking the plans forward
SO that any development
would be consistent with
their plans, and furthermore
with a view to avoiding
saddling the Hong Kong SAR
Government
with
an
unacceptable burden of debt.
