It is apparent that a lot of work is proceeding on a of fronts within the framework established by the Territorial Development Strategy. This requires monitoring and co-ordination of effort. We have reached the point where a carefully organised assessment of the overall provision of new or expanded key economic infrastructure facilities is now needed. This should ensure among other things

provision

of major transport infrastructure in such a

way as to achieve multiple development benefits from the heavy investment required;

the rational deployment of resources in the public and private sectors, including a clear definition of the possible investment opportunities for the private sector and the role of the public sector; and

setting practical limits and rationalising the timing of investment which the territory can afford, having regard to other

priorities.

We consider that as

that as a priority, a Port and Airport Development Strategy (PADS) should be formulated as an integral part of the Territory Development Strategy. The study must -

comprehensively review the long term provision of new port and airport facilities together

associated transport

with

infrastructure and urban development;

identify and evaluate viable development options, taking account of the studies noted in paragraph 7 above; and

recommend a course of action and an outline programme of works versatile enough to cope with changes in the quantity and composition of future demands, particularly in respect of airport facilities.

The end result would be a development strategy for port and airport facilities and associated infrastructure built upon the current TDS proposals.
