We understand that DTp has in fact raised this subject on
a very informal basis with the IMO Secretariat, who saw no
objections to the proposal in your Telno 4297 (1986). This makes
it all the more urgent that Peking speak to the Chinese very
soon, to reduce the likelihood of their hearing of the proposal
from IMO first and the damage that this would be likely to incur
(Peking Telno 036 refers). We should therefore be grateful for
sight of the speaking note you are drafting for Peking (para 1 of
TUR) Deskby 14093OZ.
2.
We agree with the assessment in para 1 (B) of TUR that Mr
Chan would not/not be eligible for any privileges or immunities,
and hope that the speaking note will emphasise that we do not/not
envisage that privileges and immunities would be accorded to any
Hong Kong representative to IMO in London pre-1997. We shall telegraph separately on the question of privileges and immunities for any HKSAR representative to IMO in London after 1997 (para
3 of TUR).
