As agreed, I attach a draft telegram to Hong Kong about the latter's involvement in the above draft Convention. I think this, together with the account in paragraph 8 of my letter of 9 February to the DTp reporting the outcome of last week's meetings in Vienna, is self-explanatory and I should be grateful for your approval.

Points which will need to be considered if the proposed general approach is agreed seem to us to be:

How exactly should we proceed over securing the full application of the Convention to Hong Kong? This will presumably need legal advice.

How should we handle the question of Hong Kong participation in the deliberations on the draft Convention, and in particular at the meeting of the IMO's ad hoc committee HK 667 on 2-6 March? The options seem to me to be either that

the HKGO's Marine Adviser should be a member of the UK delegation, or that he should participate as a delegate or observer in his own right; but this too may need to be discussed with Legal Advisers and perhaps the DTp in the light of IMO procedures. (I am not clear just what status the IMO (as opposed to the HKG) now accord to Hong Kong).

I should be grateful for your views on these questions, and on the question of when and in what way we should bring the Hong Kong Marine Adviser into our discussions.
