I do not understand why there is no provision equivalent to the last paragraph of UK Reg. 8 at the end of HK Reg. 11(1) PERMITTING THE Director to authorise similarly efficient alternative systems. Para. (2c) should, I think, read 'all systems', not 'all sources of power'. I also think para. (21) should have a sentence at the end similar to that of its UK equivalent Reg, 8(5)(b).
Finally there is no provision giving powers of detention equivalent to UK Reg. 11. Is this deliberate?
