This business is becoming tedious in the extreme!
My initial reactions to the points raised in TUR are:
Paragraph 1, a precedent has obviously been set. But there is no point in getting involved in a slanging match with Mr Mensah;
Paragraph 2, I doubt whether Mr Mensah would appreciate this fine point as much as we do;
The suggestion in paragraph 3 is flawed in that Hong Kong does not yet have a permanent representative. I doubt whether Mr Chan could act in this way in his capacity as Marine Adviser. Perhaps Mr Plant could comment on this?

On the basis that paragraph 3 of TUR is a non-starter I suggest we so inform Hong Kong and ask them to now let us know which of the two previous proposals put to them (our telno 743) they intend to adopt.
