Article 2(a)(i). The Committee has noted the
Government's
that hours of work are governed by the standard Articles of which, however, the Committee notes, do not fix a standard maximum. It requests the Government to indicate whether there are any legislative measures which directly govern hours of work.

report concerning the procedures for the investigation of complaints made in connection with engagement and for the reporting of such complaints to the appropriate consular officer. Please indicate any arrangements for providing a copy to the Director-General of the International Labour Office.

Article 3. The Committee has noted the Government's statement that the Articles of Agreement are read and explained to Hong Kong seamen when they are selected for employment on board ship, of whatever nationality, at the Seamen's Recruiting Office, or when they sign on at the Mercantile Marine Office. The Committee requests the Government to indicate any specific measures taken to, in so far as practicable, advise Hong Kong seafarers of the possible problems of signing on
a ship registered by a State which has not ratified the Convention, as provided by this Article.

Article 4, paragraph 1. provided by the Government with respect to action taken in regard to foreign-registered ships about which a complaint has been made or about which evidence has been obtained that it does not conform to the standards of this Convention. Noting that in such cases the consul of the country of the ship's registry is notified, the Committee requests the Government to indicate whether any measures are envisaged for forwarding a copy of the report addressed to the country of registry to the Director-General of International Labour Office.
