Subject to Mr Whomersley's views, and as all other interested parties appear to have agreed, I see no objection to the proposal outlined in your second paragraph.

In other cases, the Secretary-General has informed us by Note of the appointment of a Permanent Representative and, after having consulted as necessary, we have "noted" the appointment (my minute of 7 January refers). In this case I would expect to be informed in the same way (Paragraph 2(b) of the Annex to the Exchange of Notes of 20 January 1982 (Cmnd 8495) states that the Secretary-General "shall inform the Government of the United Kingdom
"). I would propose circulating that Note, but not responding to it the same sub paragraph reads "the Government may express its view thereon".

I would suggest your Note reads:

Maritime, Aviation and Environment Department present their compliments to the International Maritime Organization and have the honour to enclose herewith 2 letters addressed to the Secretary-General from the Governor of Hong Kong and the Secretary of Economic Services of the Hong Kong Government Secretariat respectively.
