Thank you for the helpful advice your department gave us in Mr Wellington's letter of 6 May on the first draft of Hong Kong's paper on participation in the IMO.

In the light of your advice, Hong Kong have re-drafted their paper taking account of your reservations. You may already have had some feedback on your earlier comments from the Hong Kong delegation at the recent Monaco conference. I enclose two telegrams and I should be grateful for any comments you may have on them. I hope you can agree the new paper deals adequately with the reservations you have expressed and that it may be handed to the Chinese as it now stands. I should also draw your attention to paragraph 4 of telegram number 2262 and Hong Kong's offer to show us geological maps they have produced and the invitation for a UK expert to visit Hong Kong to discuss the matter on the ground.
