if (a) is not agreed, whether the Secretary for Transport should be given the authority to negotiate the conditions of a franchise with interested consortia as set out in Annex B, subject to an interim report being made to Members in October/November 1987 after initial screening and assessment of offers, with final recommendations being submitted for Members consideration in January/February 1988.
