this project and its importance for Hong Kong's future highway network, a press conference will be arranged in connection with the gazetting of tenders, or invitations to interested consortia to make offers.

The public, in particular motorists, are expected to welcome the proposal as a positive measure to relieve traffic congestion at the Lion Rock Tunnel. The proposal will be welcomed particularly by the people in Eastern New Territories. The business community will welcome this large scale project as a demonstration of the Government's continuing commitment to Hong Kong. The investment will be seen as a sign of confidence in Hong Kong's future. However, it is expected that there will be prolonged negotiations between the Government and the clearees. It is likely that residents in the neighbourhood will complain about the probable noise pollution and traffic congestion caused by the works and will urge the Government to take preventive measures. Appropriate arrangements will be made to minimise inconvenience to those affected.
