As discussed I called in Mr. Li Ruohe of the NCNA
this morning. I referred to his request of APA I the other day for more information on our proposal for dialogue on

The first step, once political approval for the exercise had been given, was presumably to get together with the JVC and other Chinese officials to discuss modalities.

Mr. Li asked how this tied in with the proposal for an independent advisory group. I explained again that these
were two different proposals.
One on liaison over contingency
planning, which was a proposal of the Hong Kong administration, and the second the idea of the LegCo Ad Hoc Committee for an independent advisory group on which the administration had not,
as yet, a position.

a favourable reaction when they raised that with Vice Premier
Li Peng.
