Following our telephone conversation of yesterday afternoon I have prepared the attached note which sets out, in some detail, topics on which I believe discussion with the JVC and other relevant authorities in China would be useful.

While many of the issues listed cannot be dealt with immediately, what I think is important, and which we must get across to the Chinese, is that for this particular project, the 'joint' element is not restricted to 'HKNIC' and 'GNIC'. There is clearly a genuine requirement for co-operation in other areas. applies particularly to emergency planning where there is a need for both sides not only to co-operate but to be clearly seen to be doing so.

On how discussions should be structured, I suggest that, in the first instance, you simply propose that exploratory discussions should be held between the JVC, relevant Chinese Authorities and ourselves, with the view to establishing how issues of common concern might best be handled. I think in this regard a liaison group could usefully be formed but this concept will need to be developed i.d.c.

Once formal clearance has been secured from Beijing for us to talk with each other, I believe officials at the local level, and especially those of the JVC, will be only too willing to be co-operative. The first important step is therefore to arrange for us all to meet around the same table.
