recognized that it was probably much too early to be pursuing

such specifics with the Chinese side and had to admit that I

was not myself clear as to how such a body would be constructed,

and what exactly it would do. However, I thought it was

important for both sides to look carefully at the suggestions

of the LegCo mission, many of which were very helpful, and I

would like to be able to say to them that the Chinese side

had taken them fully on board.
