Thank you for letter of 27 March 1987 and the IAEA documents enclosed therewith.
We have in our file a copy of a booklet entitled "IAEA Services and Assistance" (a copy of its cover is enclosed). It was printed by the IAEA in December 1968. We understand that the booklet has been revised. Unfortunately we do not have obtained a copy of the revised version. It was for this reason we asked, in our Telno. 1130, if you could send us the "most recent edition" of the booklet. As you advised in your Telno. 52 that you had this publication, we should be grateful if you would send us a copy by airmail or by bag.
In connection with the approach we will need to make with the Chinese Authorities on cross border liaison in respect to emergency planning arrangements, we note that in the booklet you sent us on "IAEA activities in nuclear safety"
(published by the Division of Public Information in August 1986) the last paragraph of page 18 reads :-

The Agency has therefore developed Guidelines for Mutual Emergency Assistance Arrangements in Connection with a Nuclear Accident or Radiological Emergency. These guidelines were taken into account during the meetings of governmental experts which were convened in the aftermath of the Chernobyl accident."
We believe these guidelines would be very useful to us and should therefore be grateful if you would be so kind as to secure a copy for us.
