In an interview with our reporters, convenor of the LegCo Ad Hoc Group on the Daya Bay Nuclear Power Project Mr WONG Po-yan said that the above issues would be put on the agenda of their meetings, but he did not expect them to be resolved shortly.

Mr WONG Po-yan considered that although China is not a member of the Paris Convention, the Vienna Convention is not applicable to Hong Kong, and there exist legal and currency problems in China and Hong Kong before and after 1997, these have nothing to do with Hongkong people's rights to claim compensation in the event of nuclear accidents. Nevertheless, the Chinese side should safeguard Hong Kong as far as these matters are concerned, and the people of Hong Kong should fight for the safeguard that they are entitled to, Mr Wong added.
He also revealed that China is planning to devise a third party nuclear liability insurance scheme for the Daya Bay Nuclear Power Froject. The scheme will not only cover the mainland, Hong Kong and Macau, but will also include most regions in Asia. The people of Hong Kong need not worry then.
According to the Chinese Government's official document on third party nuclear liability, matters relating to compensation will be handled by the operator of the nuclear power plant. Guangdong Nuclear Joint Venture Company is the operator of the Daya Bay Nuclear Power Plant and its shareholder in Hong Kong is the Hong Kong Nuclear Investment Company. When our reporters requested the two companies to advise on the aforesaid issues, they both declined to make comments and to offer the reason why they remained silent.
