The NNSA sent a team to visit a number of EC countries under
arrangements made by the Commission in late 1986. The impression
given by the visitors to Britain then was the Administration was
embryonic, but keen to assert its role in China. They would however
need to attract competent and experienced staff to gain credibility.
This might be difficult in China.
