LADIES AND GENTLEMEN

am delighted to welcome you, Professor Jiang, and your

distinguished delegation here today in what we hope seem familiar

surroundings. I know I speak for a wide range of organisations in

the British nuclear industry when I say that we were particulary

glad that you were able to take up our invitation to see at first

hand the way we in the United Kingdom tackle the very sensitive and

important subject of nuclear safety. I look upon your current study

tour as

a significant step along the path of nuclear cooperation

formally agreed by our two governments when they signed our

bilateral nuclear agreement in 1985.

The United Kingdom regards its nuclear safety record as second to

none. You will have seen for yourselves during your very full

programme of visits the philosophy which underpins our nuclear

safety rules and regulations, and seen the commitment to those

regulations among those who have to implement them. You will also

have seen how our excellent, if hard pressed, Nuclear Installations

Inpsectorate acts as an independent watchdog, ensuring that the

rules are not broken. These services do not come cheap. All
