1. You may be aware of the suspension of work at Daya Bay
pending solution of the problem of the steel reinforcing bars.
Checks in September revealed that the spacing of some of the bars
in the first layer of the concrete placement did not comply with the original design. We understand that EDF are at present
considering a technical solution to ensure that this part of the
platform complies fully with required standards, and that the
integrety of the foundation will be maintained.
2. We are acutely aware of the concerns of Hong Kong over
safety at Daya Bay. The establishment of a regulatory body (China's National Nuclear Safety Administration), and the
continuing possibility of Hong Kong representation on a new Daya Bay Advisory Body have given fragile confidence to Hong Kong
