BACKGROUND

The main contracts for the Daya Bay plant were signed in September 1986. A French contractor will supply the nuclear island: GEC will supply the turbines and generator. The plant is 25% Hong Kong owned and some 70% of the power generated will go to Hong Kong.

The proposed answer is based on information supplied by the Hong Kong Government. On 15 September work on a reactor raft was suspended following the discovery that the spacing of reinforcement bars did. not comply with the original design. Although over 14,500 reinforcement bars were used in the first layer of the reactor raft, only 260 of the required 576 inclined starter reinforcement bars were included. These bars extend through each of the five layers of concrete into the containment building wall.

The Hong Kong Government was informed of this problem on 26 September. However a statement by the Hong Kong Government was delayed until 9 October because the Joint Venture Company concerned was reluctant to announce anything publicly until a technical solution to the problem had been found. solution has now been proposed, but a decision has not yet been taken on whether to adopt it. The Hong Kong Government has asked the Hong Kong participant in the Joint Venture Company for a full report on the situation, the first draft of which has just been received.
