Pending receipt of this information, the Government has been informed that Electricite de France has evaluated the problem, and has proposed a technical solution which, we have been assured, is equivalent in all respects to the original design. The GNPJVC project management team, comprising engineers from the Bechtel, EdF and the PRC, are currently assessing this proposed technical solution.

Turning to your second request that the Ad Hoc Group be fully informed of the technical solution adopted, the Government has been informed by HKNIC that suitably qualified engineers from the Joint Venture Company are prepared to make a further presentation to the Ad Hoc Group on the remedial measures to be implemented. Additionally, as requested at our meeting,

made for the benefit of the general public. These presentations will be made before any irreversible work is undertaken on the foundation. However, because of the complexity of the containment design, many of the structural design analysis calculations were made by EdF using a computer programme developed specifically for this purpose. It therefore may not be possible to present at this meeting all the detailed computer calculations involved. The engineers will, nevertheless, endeavour to show how the revised proposals meet the original design

criteria.

On your third request that the remedial measures should be evaluated by independent consultants, as I mentioned at our meeting the Government has reservations on this proposal. While conceding that this might provide а measure of additional public reassurance, it might also be construed in some quarters as implying that there was some doubt over EdF's technical ability to come up with an entirely satisfactory solution to the problem. As I stated to the Ad Hoc Group the Government has no grounds to doubt EdF's competence in this area. The Company, on a world wide basis, has more experience in the design and construction of
