Thank you for your letter of 13 October 1987 conveying the concern felt by Members of the Legislative Council's Ad Hoc Group on the Daya Bay Nuclear Power Project over the recently disclosed omission of a number of reinforcement bars in the first layer of the
foundation raft of the Unit 1 reactor. Let me assure you that the Government fully shares these concerns and is anxious to ensure that all aspects of this incident are properly addressed before work resumes on the reactor raft.
I must also thank you for the opportunity on 19 October 1987 to meet the Ad Hoc Group to discuss the four points contained in your letter. This formal reply will, of necessity, repeat some of the points that I made at that meeting.
As I explained when we met, after the Government had been informed of the problem, its immediate concerns were
first, to be assured that the remedial work, which clearly would be necessary, would adequately restore to the foundation and the containment building the structural strength of the original design; and, second, to ensure that the causes of the problem were
