(a)

To present the technical solution to the National Nuclear Safety Administration (NNSA) to determine whether they had any objection.

Το investigate how and why the non-conformance occurred and the responsibilities of the parties concerned, to review the controls and procedures used for implementing the civil construction work, and to determine what improvemente are needed to avoid further occurrences,

The above plan of actions was carried out by the JVC in conjunction with the designer EdF and the contractor HCCM.

The Executive Committee met On 27.10.1987 to fully discuss the situation and instructed that the following five conditions must be satisfied before authorisation to release the hold point on pouring of concrete in the second layer of Unit 1 Raft can be given:

(1) The correctness of other reinforcement in the first layer has

been verified.

(ii)

The technical solution proposed by Edr designer has been verified by the JVC's own Project Department experts, and also confirmed by Edr senior management in Paris.

(iv) Evidence is established to prove that HCCM is capable of restarting work and their Quality Assurance/Quality Control (QA/QC) functions are affective, i.e. that their plan for improvements in QA/QC for restarting concrete has been implementad.

NNSA's endorsement to the technical solution is obtained.

(v) Evidence is established to prove that the JVC is able to monitor that HCCM'. work complies with quality requirement, i.e. that JVC's plan for improvements in QC aurveillance has been fully implemented.

Since the contractor HCCM would be submitting a request to release the hold point within this week, the General Management was asked to submit to the Executive Committee a report which covers specifically the status of these conditions.

The following sections summarise the position of the five conditions sot for re-start of concreting.
