Phase Three: October 9 - 31, Resumption of Pouring Concrete
Preparation Work before
In accordance with the instructions of the Executive Committee, the following five conditions must be satisfied before authorisation to release the hold point on pouring of concrete in the second layer of Unit 1 Raft can be given:
(1) The correctness of other reinforcement in the first layer
has been vertified.

The technical solution proposed by the EdF design team has been verified by the JVC's own Project Department experts, and also confirmed by EdF senior managment in Paris.
NNSA's endorsement to the technical solution is obtained.
Evidence is established to prove that HCCM is capable of restarting work and their QA/QC functions are effective, i.e. that their plan for improvements in QA/QC has been implemented at least on an interim basis.
Evidence is established to prove that the JVC has strengthened its supervision that HCCM's work complies with quality requirement, i.e. the JVC'G plan for improvements in ос surveillance has been fully
implemented.
The progress of the five conditions is summarised as follows:
Condition 1: Integrity of Other Reinforcements in the First Lever

Having discovered the non-conformance in the starter rebars, it We s necessary to re-check all other types of bars in the first layer to determine whether any other
were affected.
By October 24, 1987, the contractor #CCM and the JVC Construction Management (JVC-CM) had separately completed their verifications of the reinforcement in the first layer. These verifications were carried out by means of examining the rebar cutting and delivery records, direct counting of the vertical bars protruding from the first layer, and ex aming the installation records and photographs for horizontal rebars which had been totally embedded. Such verifications concluded that with the exception of the 316 omitted starter rebars, other types of rebars had been installed correctly,
