The increases in wtaffing in HCCM in quality management are as follows :
(1) Technical Supervisors

At the time of the non-conformance the HCCM organisation plan was build up to 7 technical supervisors for the nuclear island buildings.

In the plan for improvements in management, 2 additional technical aupervisor (French expatriates) have been provided to give now total of 9. At present, altogether 6 are in-post and the new total of 9 will be reached by and December. The total number may increase further in the future as the scope of work develope.
(2) Assistant Technical Supervisors
The original plan Wae for 7 assistant technical supervisors. These are staff from Hong Kong or Singapore who are Chinese and English speaking and improva communications and cooperation between French expatriates and PRC staff.
The number of assistant technical supervisors is to be increased from 7 to 15. The additional staff will be progressively in post before the end of December.
(3) QA and QC Staff
At the time of the non-conformance theze were 2 French expatriate steff.
Immediate action is being taken by HCCM to increase numbers in-post from 2 to 6 (ie. 3 French expatriate, 2 PRC staff
PRC staff and 1 temporary staff).
The long term plan has been increased from the original 4 (2 expatriate, 2 PRC) to 13 (3 Franch axpatriate, 1 Hong Kong and 9 PRC). This plan is accompanied by new training programmes and is intended to be implemented by the end of December.
(4) Foremen and General Foremen
The original plan was for a ratio of general foremen (GF) → formen (F) to workers of 1: 10 in concreting and reinforcement.

In the plan for improvements, the ratio of (GF F) to workara for reinforcement is to be increased to 1 : 5. At present, for cutting and bending the reinforcement, the ratio has reached 1 : 6 (4 GF + ! and 24 workers) and for reinforcement placing it has reached 1 : 7.8 (11 GF + F and 86 workers). The planned 13 ratio will be achieved in December.
