The purpose of this report is to present

to present to the Directors the progress

treatment of the above non-conformance, and the conditions based on which consideration is being given to release the hold point on pouring of concrete in the second layer of the reinforced concrete foundation raft for the Unit 1 reactor building at Daya Bay.

2. Background

The first layer of Unit 1 Raft was completed on 11.9.1987. The non-conformance of omitted starter rebars in the first layer of Unit 1 Raft was discovered on 14.9. and 15.9.1987 by GNPJVC and the contractor, HCCM. HCCM then stopped further reinforcement work.

The omission referred to 316 out of a total of 376 inclined starter rebars in the first layer of the Unit 1 Raft. It was caused by misinterpretation of the construction drawings by the contractor. The event was reported to the Chinese Authorities on 21.9.1987, the Executive Committee on 24.9.1987, and to the Board and shareholders on 29.9.1987.

The JVC's policy on the issue was then as follows:

(a) To put a hold point from the pouring of concrete on Unit 1

reactor building raft.

(b)

To check that all other types of reinforcing bars in the first layer had been placed correctly.

To arrange a complete review by the designer, EdF, and in line with the policy of giving priority to safety and quality, determine a technical solution which completely meets all requirements of the original design.
