ROBABM (2)
BACKGROUND
1. The main contracts for the Daya Bay plant were signed in September 1986. A French contractor will supply the nuclear island: GEC will supply the turbines and generator. The plant is 25% Hong
Kong owned and some 70% of the power generated will go to Hong Kong.
2. On 15 September work on the first reactor raft was suspended
following the discovery that the spacing of reinforcement bars did
not comply with the original design. Although over 14,500
reinforcement bars were used in the first layer of the reactor raft,
only 260 of the required 576 inclined starter reinforcement bars
were included. These bars extend through each of the five layers of
concrete into the containment building wall.
3. Work resumed on 7 November after a report on the problem had
been prepared by the Joint Venture Company, and copy given to the Hong Kong Government. On the basis of the report and some supplementary information the Hong Kong Government were satisfied
that all reasonable steps had been taken to investigate the
circumstances of the problem, and that appropriate remedial measures
were being taken. The Hong Kong Government concluded that there
no compelling reasons why normal work at Daya Day should not
resume.
Mr Cohen asked an earlier question about the construction
problem on 30 October (text attached).
