"Since the purchase of electricity by CLP from Daya Bay, through HKNIC, will already be covered by the Scheme of Control (all tariffs charged by CLP must first be approved by the Government under the Scheme of Control), there seems no practical advantage to be derived from attempting to pursue this suggestion.

This response was apparently accepted and remains valid. No public announcement will be made in respect of this information note and a LegCo brief on this note will not be issued. However, a LegCo brief has been prepared in respect to Memorandum XCC (87)58 which was considered by Members on 7 April 1987. On the basis of this brief, the Administration will respond speedily and positively to any request (if and when raised) by the OMELCO Public Utilities Panel for further discussion and clarification.
