aircraft throughout the Treaty area, and whether the

qualified assurance to States Parties to the Treaties and

Protocols in paragraph 2 above is consistent with

Protocol II of the Treaty.

Clarification by the States

Parties of the status and implications of the Soviet

Declaration on signing the Protocols that it regards

transit of nuclear weapons and visits by nuclear ships

and aircrafts as inconsistent with the nuclear free

status of the zones established by the Treaty will be an

important element.

(ii) Ratification of the SPNFZT by all States eligible

to become Parties to it;

(iii) The outcome of discussion of nuclear weapons free

zones at the third UN Special Session on Disarmament, and

its implications for any future extension of such zones

to other regions.
