Until quite recently I am afraid that we have been somewhat pre-occupied in compiling a report for the Legislative Council on the safety and tariff arrangements for Daya Bay. I enclose a copy of this report simply for your information as it makes reference to the consultancy services you are providing us. Unfortunately, the amount of work involved in preparing the report has meant that certain other important areas have been neglected and accordingly these areas have not, of late, been receiving the attention they deserve. Regrettably your consultancy fell into this latter category for which I apologize.

With the report now behind us, our next priority will be to start work on the preparation of a suitable contingency plan. On this we agreed, during our meeting at Harwell in August, that the contingency plan should be developed to deal with the consequences of design basis accidents, consistent with emergency plans in a number of countries. A structure for a summary report would be submitted to Hong Kong together with a cost and timescale estimate. In your letter of 28 October you indicated the summary would be sent shortly: if it is now ready it would be most helpful if we could be sent a copy. The cost justification sought in paragraph 3 of our telex 388 of 5 November to Ms Jane Secher (a copy of our telex is attached (at Annex A) for your ease of reference) could follow if this is the cause of the delay.
