We are becoming increasingly concerned over the lack of communication from Harwell concerning our consultancy on the environmental aspects of the Daya Bay nuclear power station project.
As you will recall, it was agreed when John Wilson, Graham Osborne and Dr. Wong met with Dr. Wade, yourself and other members of the Authority last August that, as a result of the post Chernobyl concerns in Hong Kong, the need to make Harwell's reports available to the public in Hong Kong was an additional requirement, not originally envisaged, that now needed
to be taken into account.
With this in mind it was agreed during the August meetings that, in respect to the contingency plan report, a structure for a summary report would be submitted to Hong Kong together with a cost and timescale estimate (paragraph 6 of the 'Note for the Record' of the meeting in the UK - at Annex A). envisaged that, subject to the acceptance of Harwell's proposals, the summary report could be made available around the end of 1986.

Although we were advised in a letter from Ms Jane Secher dated 19 September 1986 (copy at Annex B) that the estimated cost of producing the summary report on contingency planning would be £45,300, we were not provided with details of the proposed structure. Subsequently, Dr. Wade informed us, in a letter dated 28 October 1986 (copy at Annex C) that he expected to be able to send us an outline of the proposed report
