world. It is now the intention that Harwell should take
this preliminary study a stage further by taking into account the specific features of the pressurised water
reactors to be built at Daya Bay and other site-specific
characteristics. Harwell has recently provided a
preliminary Contingency Plan Report (Report No. 5)
indicating the principles surrounding contingency
planning. It is now intended that the study be expanded
to determine the nature of possible contingencies and to
consider the planning necessary to support measures needed
to meet these contingencies. The reports nos. 1, 2 & 3
have been released to the Legislative Council. It is the
Government's intention to publish the subsequent reports
when they are received.

In order to carry out the Government's efforts
further forward, the Secretary for Economic Services, Mr.
John Yaxley, visited the United Kingdom and France between 11 and 21 July to obtain the most up-to-date information and advice on contingency planning relating to nuclear power plants. During his stay in the United Kingdom, the Secretary for Economic Services held discussions with responsible Whitehall Departments and local authorities regarding contingency measures adopted by major urban
areas. The visit was concluded by a trip to France where
the Secretary for Economic Services received a presentation at Gravelines Power Station by EdF which had been engaged by GNPJVC as its Engineer consultant.
POINTS TO MAKE

The Government fully appreciates the post-Chernobyl anxiety over the environmental and safety impact of the Daya Bay project on Hong Kong. It must however be stressed that a direct parallel should not be
drawn between the Chernobyl station and the Daya Bay plant
