1. Please see Hong Kong's reply below.
2. The copy of the telegram enclosed with Woodhead's " letter sheds a little more light on the question, but whilst authorising Hong Kong to accord privileges, does not explain what authority.

I have asked for the relevant Colonial Office files, but unfortunately they have been destroyed, so it is not possible to check the background further.
4. The telegram still does not convince me that it was
to extend the agreement to Netherlands consular personnel in Hong Kong.
5. It would seem that there is no alternative but to confirm to Hong Kong that the privileges should cease. However, as they have been accorded for many years, this could be deferred until 1997, when the agreement would fall away. This would also avoid the need to add the Agreement to the list of those given to the Chinese.
